The flood was the most dramatic reset in history. It successfully cleaned the earth. Noah planted a vineyard but his heart was still completely broken. The flood acted just like dialysis. It filtered the blood but it did not cure the underlying organ.
God gave Noah the same creation mandate He gave Adam. But the world was deeply fractured. The animals now lived in fear and dread of humanity. God gave humanity permission to eat meat but set a firm boundary against eating blood. He also established capital punishment. This was not about vengeance. It was a fence to protect human dignity because man is made in God's image. God built these external structures to manage a heart He knew He could not fix from the outside.
God established a permanent covenant with Noah. He did not attach conditions or build an exit clause. He gave the sign of the bow in the clouds. The Hebrew word actually means a weapon of war. In ancient times a king would unstring his bow and hang it up to show that hostilities had ceased. God hung His war bow in the sky. It points away from the earth. This sign primarily reminds God to keep His own promise.
Moses could have ended the chapter cleanly. Instead he shows Noah getting drunk and lying uncovered in his tent. The second Adam fell the exact same way the first one did. Ham exploited his father's failure. Shem and Japheth walked backward to cover it. We ultimately need a better Noah. Jesus went into a garden and chose the cup. On the cross the war bow was drawn back. The arrow of divine justice was fired at God's own son instead of us.
